Last October, Senator Rodolfo Biazon submitted a bill to create second University of the Philippines (UP) campus in Mindanao, particularly, in Zamboanga City. Accordingly, it will have similar mandate as that of UP Mindanao and will thus offer an additional opportunity to poor but deserving students from Mindanao to get quality education.

On the other hand, Representative Celso L. Lobregat of this first district of Zamboanga City filed House Bill 3929, an act converting the Zamboanga City State Polytechnic College (ZCSPC) into a state university to be named as Zamboanga Peninsula Polytechnic State University (ZPPSU).

Accordingly, the bill is already approved in the Committee Level, and it will be submitted for 3rd reading where actual voting occurs. The bill was filed last October 4, 2016.

UP Zamboanga and ZPPSU will be the fourth and fifth university in Zamboanga City after Western Mindanao State University, Ateneo de Zamboanga University, and Universidad de Zamboanga.
